Carter was a running back who has a Parade magazine high school All-American at Westerville South High School. He attended Pennsylvania State University where he was a Consensus All-American in 1994 and was named Rose Bowl MVP in 1995.

In 2014 Carter was inducted into the Rose Bowl Hall of Fame. Carter was drafted as the #1 pick of the 1995 NFL Draft by the Cincinnati Bengals.
