Born in California on October 27, 1957, Flowers spent most of his childhood growing up in Wayland, Massachusetts. He attended Harvard University and received his degree in applied mathematics in 1979.

Flowers is a board member of the Shinsei Bank, the Kessler Group, and the Flowers National Bank. He founded J.C. Flowers & Co. and previously worked for Goldman Sachs for nearly twenty years and became a partner in the company. His company, J.C. Flowers & Co. operates as a private equity and fund management firm. In 2008, Flowers encountered a financial crisis after a failed attempt to acquire Sallie Mae in 2007. He purchased the First National Bank of Cainesville in September 2008 and renamed it Flowers National Bank. Flowers life was conveyed by actor Michael O’Keefe in the HBO film Too Big to Fail.
