Born Charlie Tutan Waters on September 10, 1948 in Miami, Florida, he played as football safety for the Dallas Cowboys from 1970-1981 in the National Football League. After his family moved to South Carolina, Waters joined North Augusta High School where he excelled at both football and baseball.
Eventually, he devoted himself only to football as he was converted from a split end to a quarterback and got selected to play in the 1965 Shrine Bowl. Next, he joined Clemson University on a football scholarship, and in his tenure there he caught 68 passes for 1,196 yards and 17.1 yards per catch, to go along with four touchdown receptions.
