Renowned oilman, Paul Foster gets back to the billionaire rankings for the first since 2008 thanks to the rising stock price of his company, Western Refining. As of February, Foster witnessed over 90% rise in the company’s shares.

He has been serving as the CEO and Executive Chairman of the Board for Western Refining, ever since he established the company in 1997. With headquarters in El Paso, Texas, the business has turned into an independent oil refiner and marketer, which owns two refineries with a combined capacity of 155,000 barrels of crude oil per day, along with approximately 225 convenience stores in the Southwestern U.S. A graduate of Baylor, he started his career as a certified public accountant before running finances for oil refineries across the Southwest. In the late 1990’s, he decided to set up his own company, Western Refining, and not a full decade later, in 2006, he took the company public. Aside from his business career, Paul Foster is an active philanthropist who among many charity actions he has given $50 million to assist the creation of the Paul L. Foster School of Medicine at Texas Tech University Health Sciences Center in El Paso, Texas in 2007.
